Phorm - a group which uses online behavioural marketing techniques - has been criticised by one public interest group for acting inappropriately over their policy to scan websites to tailor advertisements to individuals.
A spokesperson for the World Privacy Forum said that collecting user information for the use of targeted advertising was "crossing an inappropriate boundary".
Her comments come after Amazon announced that it would be blocking Phorm from scanning its pages.
In a statement, the group noted that it had contacted Webwise to request that it opted out of the process on all of its domains, although it refused to offer further comment on its decision.
The World Privacy Forum noted: "The difficulty Phorm presents is not so much the targeting, which is becoming quite common, but the fact that consumers have little choice in the matter."
She added that Phorm should be an opt-in tool and that she believed the majority of internet users would decline to participate if it was a choice.
